STAGE 1
The emphasis at this early stage is on the basic
individual skills of running with the ball,
passing gathering the ball from the ground, tackling and wrestling for
the ball.

All starts and restarts
are by a pass-off and must be on the whistle. THE OPPOSITION MUST
RETIRE 10 METRES FROM THE SCRUM HALF/PASSER and can only move once the
scrum half/passer places their hands on the ball. The first receiver
must start NO MORE THAN 2 METRES BACK from the scrum half/passer.
Following a try and at the start of the second half, the pass-off will
be from the centre of the pitch. |

There are no line-outs and no scrums. |

a) |
when the ball goes in touch, the non
- offending team has a pass — off 5m in-field (opposition 10 metres
back from the mark). |

b) |
If a ball is knocked on or a forward
pass is made the non-offending team is awarded a pass-off. |

Penalties are taken by a
pass-off and ON THE WHISTLE, the opposition being 10 METRES BACK from
the mark (or behind the goal line). Penalties must be taken through the
mark. |

Rucks and mauls - referee talks
players through it and after 5-sec. use it or lose it. |
| 6. |
|
All players on panel must play in
all matches. |
